Our Commitment
This is the campaign website for Luke Kilpatrick, candidate for Sand City City Council in the November 3, 2026 general election. It is not an official government website. I am committed to making this site accessible to everyone, including people with disabilities, and welcome any feedback on how to improve it.
Standards We Follow
This website aims to conform to the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA, published by the World Wide Web Consortium (W3C). These guidelines explain how to make web content more accessible to people with disabilities. Conformance with these guidelines helps make the web more user-friendly for everyone.
Applicable standards include:
- WCAG 2.1 Level AA (Web Content Accessibility Guidelines)
- Americans with Disabilities Act (ADA) Title III
- California Unruh Civil Rights Act (Cal. Civ. Code § 51)
Technical Specifications
This website is built using semantic HTML5, with accessible ARIA landmarks, labels, and roles. Specific features include:
- Skip navigation link at the top of every page
- Keyboard-navigable menus and interactive elements
- Visible focus indicators on all interactive elements
- Color contrast meeting or exceeding WCAG AA ratios (4.5:1 for normal text, 3:1 for large text)
- All images include descriptive alternative text
- All form fields have associated visible labels
- Page titles are descriptive and unique
- Language attribute (

Known Limitations
I strive for full WCAG 2.1 AA conformance, but some areas are still being improved:
- Contact and volunteer forms are not yet connected to a back-end system — form submission is currently non-functional. This will be resolved before the general election campaign period.
- Any PDF documents linked from this site may not yet be fully screen-reader accessible. Contact me directly for an accessible version of any document.
